Job description

The Utility Coordinator will lead the strategic planning, coordination,

delivery and management of utility infrastructure across South Dublin

County. The postholder will work across the Council and with utility

providers, infrastructure agencies, landowners, developers and other

stakeholders to identify existing and future utility requirements, identify,

coordinate and seek to address capacity and delivery constraints and

support the timely delivery of housing, employment, regeneration and

major infrastructure projects.

The Utility Coordinator will lead the preparation and implementation of

County-wide and area-based utility delivery strategies, coordinate

competing programmes of works, promote integrated infrastructure

delivery and implement the Council’s One Dig approach. The postholder

will also oversee the Roadworks Control Unit, protect the integrity and

capacity of the public road network and ensure that roadworks and

reinstatement standards are effectively managed and enforced.

A key requirement of the post will be to provide strategic engineering

input to land-use planning, major-project development and capitalprogramme

preparation, ensuring that utility capacity, infrastructure

corridors, phasing requirements, delivery responsibilities and associated

risks are identified and addressed at the earliest possible stage.

The Utility Co-ordinator will establish strategic working relationships with

utility providers and infrastructure agencies and will coordinate the

alignment of utility investment programmes with the Council's

development, transport, housing and economic-development objectives.

The Utility Co-ordinator will be required to design and implement robust

internal procedures that will ensure efficient delivery of services within

the section for the foreseeable.

The Utility Co-ordinator will report to a Senior Engineer and will be

expected to work with the Senior Management Team and Elected

Members to deliver SDCC’s full range of services and policies. The duties

of the post may be altered during the course of the contract in response

to changing needs of the organisation and sector.
